LEGAL SERVICES AND ADJUDICATION OF POLLUTION CASES INCLUDING TECHNICAL SUPPORT TO THE POLLUTION ADJUDICATION BOARD
Pollution complaints received are acted upon immediately wherein after the conduct of investigation both the respondent and complainant will be invited to a technical conference to settle the issue and require the respondent to commit the mitigating measures to be implemented with timeframe.
POLLUTION RESEARCH AND LABORATORY SERVICES
The laboratory plays a vital role in the enforcement of pollution control law and litigation of pollution cases. Samples taken from the field are sent to the laboratory for analysis of the necessary parameters.
IMPLEMENTATION OF EIA SYSTEM
Projects which are environmentally critical and located in environmentally critical areas as defined in Pres. Proc. 2146 are covered by P.D. 1586, the Environmental Impact Statement law, thus needs to secure an Environmental Compliance Certificate (ECC) prior to project implementation. Projects not covered by the EIA system should pass the criteria for non-coverage as to location, technology, size, emission and effluent, social acceptability and nature of the activity does not pose significant impact for issuance of Certificate of Non-Coverage.
AIR QUALITY MONITORING
To determine the status of air quality of a certain area, continuous ambient air monitoring are conducted on established sampling stations. Parameters measured to assess the level of air pollution are TSP, PM-10 and SO2 and results will be compared to the ambient air quality standards. Information gathered will serve as goals and objectives for the protection of public health and welfare of the general public to keep them aware of the quality of air they breathe.
WATER QUALITY MONITORING
Monitoring of waterbodies are conducted to determine the state of water quality and level of pollution of a certain river or coastal water. Water samples will be collected on the sampling stations established and results will be compared to the water quality criteria which will be used as basis in classification as to its best usage and water quality.
ECOLOGICAL SOLID WASTE MANAGEMENT
Provides technical assistance to Local Government Units (LGUs) in identification of potential sanitary landfill sites, conversion of open dumpsites to controlled dumps, survey of municipal solid waste disposal facilities and promotes information drive on proper waste management through segregation, composting and recycling.
Information drives are conducted to promote the establishment of Material Recovery Facilities in every barangay as provided in the Ecological Solid Waste Management Act of 2000. Surveys of potential markets for recyclable materials are likewise conducted.
TOXIC CHEMICAL AND HAZARDOUS WASTE MANAGEMENT
Provides strict regulations on the use, transportation, storage, export, distribution, manufacture and processing of chemicals, chemical substances and hazardous and nuclear wastes. Monitoring of hazardous waste generators, transporters and companies using chemicals subject to chemical control orders are conducted for issuance of hazardous waste registration, transport permit and CCO registration and importation.
INFORMATION EDUCATION AND COMMUNICATION
Promotes environmental awareness campaign through the conduct of lectures, seminars, symposia to different schools, people’s organization, industry, NGO’s, local government units and other line agencies of the government on the different programs/projects and environmental laws rules and regulations. Likewise, information materials such as newsletter, brochures are distributed to concerned groups.
